Legal Status for Slovak Players and Casinos
IS SLOVAK ONLINE GAMBLING LEGAL?
For the longest time, Slovakia pursued a chain of actions similar to those in many of the neighboring countries: ignoring the rise of interest to online gambling, blacklisting non-licensed websites, pursuing criminal charges against those that continue operating illegally, and imposing huge fines and taxes on those few businesses that despite the small local market decided to go legit.
While none of these measures meant that the players would be in trouble (the state did not push punishment against the locals playing in international online casinos), this situation of denial could hardly be called healthy, either.
In 2018, the Ministry of Finance of the Slovak Republic, which oversees the gambling sector, initiated changes to the gambling act, and these changes were accepted in January of 2020.
While many of the previous restrictions remained in place (the state still has the right to blacklist non-licensed operators), the government also gave up a monopoly on online casino gaming. Now, both local and foreign businesses can apply to receive the license and become gaming providers for the Slovak players.
The cost of becoming an accepted business is still high. The operators will need to pay a one-time licensing fee and give up 23% of their annual revenue in taxes to the Slovak state. This is still lower than 27% that the government imposed on foreign businesses prior to the year 2020. Considering that the local market is small, prices this high held back many popular providers from investing in their presence in Slovakia.

These moves come as states seek new, stable revenue streams to address budget pressures without the political and constitutional hurdles of full-scale casino expansion. While the bills share the goal of state-regulated machine gaming, their approaches to payouts, taxation, and location limits reveal distinct regulatory philosophies.
