India Unveils Draft Rules for Online Gaming Act

The Indian Ministry of Electronics and Information Technology (MeitY) has released the draft rules for the Promotion and Regulation of Online Gaming Act, 2025, marking a critical step toward implementing the legislation passed in August. The draft rules aim to establish a clear, national framework to govern the rapidly evolving sector, with a primary goal of distinguishing between entertainment and prohibited activities.
 

The rules outline several key areas, including the precise mechanism for classifying and registering online games, the formats that will be permitted, and the specific powers of the proposed Online Gaming Authority of India. They also detail the procedures for suspending or cancelling game registrations, the system for addressing player grievances, and the penalties that will be imposed for violations.

This new legislation, which received presidential assent quickly after its introduction, is rooted in the government's stance: "Gaming is not bad, gambling is," as articulated by Prime Minister Narendra Modi. The Act specifically bans online money games that involve betting or wagering, while simultaneously endorsing esports and "social gaming" (regular video games) as legitimate entertainment formats. This strategic distinction is vital for protecting consumers while fostering India's position in the global gaming industry.

The comprehensive nature of the rules will have a direct impact on current online casino players in India and all domestic and international operators. MeitY has invited all stakeholders to provide public feedback on the draft by October 31, signaling the final phase before the full implementation of the Act.
