The Ukrainian Ministry of Digital Transformation, in collaboration with the state agency PlayCity, has developed a crucial new draft order that introduces financial and time limits for ukrainian gamblers for the first time in the country's history. This document aims to significantly bolster efforts to prevent gambling addiction by empowering users with mandatory self-control tools.
The proposed system stipulates that Ukrainian citizens will be able to set their own financial and time limits—on a daily, weekly, or monthly basis. Specifically, the rules address:
Financial limits: Defining the maximum share of monthly income a player can dedicate to gambling.
Time limits: Specifying the total permissible duration of participation, along with mandatory breaks. The system will track playing time precisely from the moment the first bet is placed.
Similar measures, designed to protect vulnerable online casino players in Canada, as well as in the EU and the United States, have proven effective in the fight against addiction. This is the first time such limits are being set in Ukraine.
This move marks a major regulatory milestone for Ukraine. The Ministry confirmed the next steps include a public discussion to gather citizen proposals and coordination with other government agencies before the final order is adopted. Initial limits will be established, with the plan to adjust them in the future based on real-world data and usage patterns.
